I had this exact problem. The problem is that when you delete certain mods, there is still some memory taken up by parts of the mod that remain behind since they are in use by your saved game data (sorry, I'm not overly familiar with how these things work but that's how I understand it). The easiest way to find and install mods for the original version of Skyrim on PC is a program called Nexus Mod Manager, which has an associated website. This program is also compatible with Skyrim: Special Edition and many other games. Modders upload their work to the website, where users are able to search for interesting mods, download them, and then install them using the Nexus Mod Manager

once that's done launch the Skyrim launcher and it should start downloading, not it may only say "downloading" for 8 or so then flip to "finished synchronizing" it seems to be something screwy in the tool tip cause mine is still downloading Removing ClientRegistry.blob restores default setting for all games you have installed trough Steam.
