I think it does due to it limiting network features in rest mode by remaining connected to the DL server (But not connected to rest PSN, In-game servers etc). I usually download my games overnight but it has proven worthwhile with some larger updates leaving it in rest mode for me. Doesn't really speed them up for me per say, but it does seem to make it more consistent. Looking at my router's bandwidth monitor, I'll hit my download cap (~8.7MB/s) regardless of the PS4 being on or in rest mode, but while it's on, it dips down to 5-6MB/s every so often for a few seconds here and there. Downloads seem to go slower unless in rest mode or if you have everything closed and just the download status open. When I started to download First Light it said 4 hours, I just clicked on the download to show the download status bar and it jumped up to 47 minutes.
